As axle says, 95 is much more direct, but traffic getting around Baltimore & DC is to be greatly feared. Timing is all important. Best bet mornings is to be through there before 6am, but I can't advise you on evenings. You could ask about timing traffic on those forums. Keep in mind accidents can happen anytime
Yet a third route to consider is to get past Philly and Wilmington (also no fun in rush hours) and take 1S to 13S to the CBBT. From Norfolk, you can either take 17S the whole way or cut over to 95 via 58W.
